allow front cuffs to eat and drink

Description:

Allow players to eat and drink when front cuffed.

Reason:

It doesn't make sense if a person who is cuffed can't eat or drink at the very least.

I have seen situations where individuals take advantage of the situation where they are un-cuffed for something like this and it makes it inconvenient and high risk.

Also prevents people going down in situations like prison riots or being left behind.
